China Aluminum International Engineering Corporation Limited (“Chalieco”) is a listed arm of, and serves as an operating platform in respect of engineering for Aluminum Corporation of China, which holds controlling shareholding in Chalieco. Chalieco is an integrated high technology enterprise with the capabilities of mapping and surveying, engineering design, project construction, engineering contracting, technological R&D, equipment manufacturing and industrial development.

In accordance with the development needs of the general construction contracting business and international business of Chalieco, the recruitment of project management personnel now is open for social public, the announcement of which is set out as follows:

 

 

I. Recruiting positions and numbers

(A). The general manager of foreign projects: 2 persons;

(B). The general manager of domestic projects: 3 persons;

(C). The construction manager of foreign projects: 3 persons;

(D). The cost control manager of domestic projects: 2 persons.

 

II. Basic recruiting conditions

Familiar with the area of expertise, skilled with professional knowledge, strong sense of teamwork; dedication and a strong sense of responsibility, rigorous style and good health.The general manager and construction manager of foreign projects need to adapt to the environmental requirements of the overseas work, comply with codes related to personnel involved in the foreign affairs and abide by the disciplines related to foreign affairs.

 

III. Job descriptions and qualifications

(A). The general manager of foreign projects

1. Work Location: Expatriate country, Beijing.

2.Job descriptions

(1) Be Fully responsible for the work of the project department ;

(2) Implement operation strategies, project management standards and principles formulated by corporate headquarters, and complete objectives of the project department;

(3) Be responsible for the organization and implementation of a project;

(4) Participate in the negotiations and take part in handling of issues related to defaults and beyond the terms of the contract;

(5) Be responsible for conducting evaluation and summary on the engineering project and performance evaluation on members of the project department after the completion of a project;

(6) Be responsible for the planning of the three systems’ operation of “Quality, Environment and Occupational Health and Safety”, establish and organize the establishment of project management objectives, assist company management review, provide necessary resources for the implementation of the three systems’ operation by the project department and ensure the effectiveness of the project implementation;

(7) Complete other jobs assigned by the Company.

3. Qualifications

(1) Experience in the organization of industrial engineering design and more than two years working experience as the project manager for foreign EPC general contracting projects is required;

(2) Able to use English as the working language;

(3) Familiar with the foreign project management, understanding the workflow and working standards of the internationally renowned engineering firms;

(4) Able to coordinate the relationship with foreign owners, foreign supervision (consulting) companies and design institute;

(5) Having the working experience in the Middle East is a plus;

(6) Bachelor degree or above with the senior engineer title or above.

 

(B)  The general manager of domestic projects

1. Working location: Accredited to the project site

2. Job descriptions

(1) Be responsible for directing the operation of the general contracting project department of a large-scale project, and handle various events of the project department at the scene;

(2) Be responsible for the preliminary planning work for the general contracting project, including leading and organizing the project department to prepare project management plan, project implementation plan, project coordination procedures;

(3) Be responsible for the organization and implementation of general contracting projects with design as the main body;

(4) Assist in operation running, participate in the offer and negotiation of general contracting projects, and provide relevant data;

(5) Complete other work assigned by the company.

 

3. Qualifications

(1) Design work experience: having participated in the design or management of two or more large-scale projects (investment amount over RMB1 billion ), and served as the general project manager of such projects;

(2) Engineering contracting management experience: having participated in large-scale general contracting projects with the design as the main body, and at least served as the project manager for a large-scale general contracting project;

(3) Organization and coordination skills: having the ability of negotiation, decision-making, organization and coordination, and being able to correctly handle and coordinate the contradiction between units and professions;

(4) Degrees and qualifications: bachelor degree or above with senior engineer title or above and Registered Qualification Certificate for Constructor ;

(5) Strong writing skills;

(6) Good command of English is a plus.

 

(C). The construction manager of foreign projects

1. Working location: Expatriate country

2. Job descriptions

(1) Be responsible for the construction management of the entire project under the leadership of the general project manager ;

(2) Organize and prepare “The Master Project Schedule”, and be responsible for organizing the collection of basic data on the construction management and organize and prepare “The Construction Schedules” in the initial phase of a project;

(3) Conduct constructability analysis based on the design in the engineering design phase and provide advice and requirements from the construction view point;

(4) Draw up the construction subcontracting program and organize construction & installation subcontracting tender;

(5) Examine and Approve the construction schedule of the subcontractor;

(6) Organize and develop on-site construction management documents, conduct the technology review on the application for owner changes, project changes and construction subcontractor changes, and manage and distribute design changes data of the construction sub-contractor;

(7) Organize the examination of the drawings and deliver the design;

(8) Signed with review comments on behalf of the project department for on-site design changes, construction changes, material substitution;

(9) Track the quality of construction and construction schedule and supervise the implementation of projects by construction sub-contractors in accordance with the relevant provisions of the contract and construction plans;

(10) Be responsible for on-site claims management, provide claims evidence and claims reports for relevant parties and assist in claims handling;

 (11) Review the completion report of construction subcontractors, check if the completion of works meet the completion conditions, contact the owners to organize completion acceptance, and handle final acceptance procedures;

(12) Check the contractual obligations and responsibilities of both parties and deal with the outstanding obligations and responsibilities of both parties;

(13) Be responsible for the establishment, supervision and operation of QHSE systems of the project department;

(14) Organize and drew up completion report and construction summary;

(15) Complete other work assigned by the general project manager.

 

3. Qualifications

(1) Familiar with European and US project management standards and having relevant working experience in foreign projects of large-scale engineering companies;

(2)Having Strong writing skills and being able to use English as the working language;

(3) Having strong organizational skills, being able to organize the project department to implement foreign construction projects as the Company required and properly handling various issues in the construction process;

(4) Having strong communication, negotiation and coordination skills, and being able to properly handle the relationship with foreign owners and supervision companies;

(5) Degrees and qualifications: bachelor degree or above, engineer title or above, and relevant professional qualifications are preferred.

 

(D). The cost control manager of domestic projects

1. Working location: accredited to the project site

2. Job descriptions

(1) Organize and formulate the cost control system and (or) quotation system of project companies;

(2) Organize the project cost control, including the formulation of the cost control plan, cost control benchmarks, material control benchmarks, and the implementation of control;

(3) Analyze and judge the cost structure, price level and the industry average level of large-scale projects;

(4) Organize and guide the design institute professional to conduct project estimates and quotations;

(5) Organize a team to estimate the costs in different stages of the design, and organize the implementation of or implement in person the budget preparation of construction drawings;

(6) Formulate the business process for the cost control operation;

(7) Make judgements on the cost disputes;

(8) Be responsible for the organization and implementation of the cost audit work of a project;

(9) Complete other work assigned by the general project manager.

 

3. Qualifications

(1) Having served as an offer manager or cost control manager in a large-scale engineering company;

(2) Having design working experience; having participated in the design or management of large-scale projects, and served as the cost control manager of such projects;

(3) Having experience of large-scale engineering contracting projects; having participated in large-scale contracting projects with design as the main body and having working experience as dedicated cost control manager of a large-scale general contracting project;

(4) Having the organization and coordination capacity and the negotiation, decision-making, organization and coordination skills, being able to correctly handle and coordinate the contradiction between units and professions;

(5) Degrees and qualifications: bachelor degree or above, senior engineer title or above, and those with the Qualification of Registered Cost Engineers are preferred.

(6) Strong writing skills;

(7) Good command of English is a plus.
